Minimum key expertise to be provided:
The Consultant is authorized to propose an alternative team composition upon the condition that their combined expertise matches the profiles described below:
3)	A Team leader/Fisheries specialist, acting as a representative of the Consultant. The Team leader will define and supervise the activities of other members in the TA team while communicating with AFD and KKP. The Team leader should justify of at least 5 years of experience in project management and at least 10 years of experience in the fisheries sector in Indonesia, if possible on ALDFG. A solid knowledge of the Indonesian regulations and institutions is preferable and language proficiency in Bahasa would be an asset.
4)	A Deputy Team leader/Circular economy specialist with International Experience (IE). The circular economy specialist should justify of at least 5 years of experience in waste management, circular economy, plastic recycling in Indonesia and 10 years of experience on circular economy in South East Asia. Experiences in sea-based marine debris management in South East Asia, and in community development would be assets.
5)	A Public Policy expert with a strong knowledge of Indonesia regulatory framework, in particular in the fields of fisheries (fishing gears, fishing licenses, regulations applying to fishers and in fishing ports), and with at least 10 years of experience in Indonesia. A knowledge of the Indonesia waste management policy framework would be an asset.
